I don't think any of the liboqs team were aware that nist had updated the implementation on the acvp server.
It is integrated into pqclean, including an aarch64 implementation. Details about liboqs can be found in readme.md. Implementations identified as having such may cause failures when running in threads or in constrained environments. See in particular limitations on intended use.
